Why don't more games follow this style of hero progression. From the weak hero that uses his power when in great danger to himself to the master that is able to control it and uses it to save others.
Truly a great storyline, wish more jrpgs did it.
Because interaction makes it super hard to implement. If your magical super power is the best, if not the only way to deal with threats, then a typical gamer is bound to spam it all the time. After all, it's not HIM being in danger, and it allows you to beat the game better.
