The PS2 had a lot of hardware advantages over the Dreamcast, but those advantages were poorly utilized because the hardware was so unlike anything else and its hardware platform kind of went nowhere.
The Dreamcast had a more modern design that while it may not have been as powerful was much easier for developers to utilize and which spawned many other systems.

The two were fairly close in capabilities though, forming the first half of the generation and were much less powerful than the far more capable original Xbox and Nintendo Gamecube.
Similar to the Dreamcast whose GPU became popular for phones, the hardware configuration of the Gamecube inspired every system in the next console generation because of how efficient it was in terms of price/performance only being surpassed once AMD's AMD64+GCN SOC chips became available.
