You get one in Santa Monica. Its not a real one though. I usually stick with the shin guto till I get to the library quest where I can get the real deal.

You can get a fake(?) one during one of V.V's missions. I don't remember how many points I had in melee but they went down in like two swings. Since they were so slow it's best to just kill two closest to the gate and keep switching. Tedious but it worked.
