Ryzen for sure, 1600 is the sweet spot, with a B350 motherboard for OCing, the cooler that comes with the 1600 will be fine for OCing.
Video card is the best price/performance for your budget, spend a lot on this, if you can afford a 1080 or 1070, definitely do it, a 480, 580 or 1060 will still be fine though.
Any DDR4 ram will be fine (you will need it for your mobo)

The only major compatibility issue you need to look out for is CPU socket on your motherboard. Everything else more or less follows global standards.

The difference in performence is meaningful, but the difference in price is much greater. 1080 is enthusiast territory, 1070 sits in a pretty decent price/performance spot.

This is what I did, except with a GTX 1050 (inb4 why not Ti, don't judge me) and 2933MHz RAM.
After ~$80 rebates, the total is around $600 and I'm satisfied while also leaving a lot of upgrade potential.
