I think the game has some sort of luck system involved which will help you get the tiles your waiting for if you try, especially if you have certain luck based equipment on.

Plus you need to know when to go for it and when to not go for it. If you start with 4 pairs in your hand, you would have a much better chance of getting it than if you had 2 pairs and several random tiles. Plus you'd need to look at discards to see if you have a higher chance of getting a second pair.
