Getting a switch later today at my game store. Should I get splatoon

Splatoon.

Get Splatoon 2. Will have a bigger playerbase and it is pretty much a improved version of the first game with most of the content.

ARMS is pretty barebones, and I would recommend waiting to see how that goes. It is pretty much in the same space as Splatoon 1 was when it first launched.

Arms was not worth $60, It's a $30 title at best. I played it for 4 days and haven't touched it since.

Splatoon, I'd say, since it's out today and you'd get to experience it as it grows. Arms also is more likely to drop in price eventually, so you can get that later. Also, if you're not buying another controller/joycon set, it's not like you'll get the local multiplayer fun out of Arms right now anyway.
