I disagree.
The idea that Kislev is the obstacle that halts chaos from swarming the old world would work well.
It forces the marauders to either raid the coastline, take the long route around the World's Edge Mountains (which allows them to trade with the chaos dwarves to get some sweet siege shit) or to simply overpower Kislev and pour into the Empire.

They shouldn't just be able to easily waltz into the old world like the own the place.

Game's good. To be more specific, battles are the best in the total war series, while settlements management is pretty barebones (a la rome 2) because it has been overly simplified.

Most races feel unique.
You can skip Chaos DLC, Grim & the grave (if you're not into empire & VC). Also beastmen can be skipped if you're not into horde factions (they're better at it than chaos too).
King & warlord + blood DLC are both worth getting.
Wood elves DLC is good, but skippable if you really hate elves.

What game back in the day had actual content updates that added new units and shit for free? There were expansions which were better than dlc but no game actually just added new things with an update for free. There were balance patches and shit but I don't remember RTS games or grand strategy games just adding new units for free.
And in terms of content, a new race is about half as good as expansion packs from back in the day. Remember when brood war added about 6 units total? Or when command and conquer red alert 2 added 1 new faction?

If we were in the 90s, the wood elf dlc would have been all the content from a single expansion. Full race plus a "new campaign".

It somewhat depends on two factors:

1. How much do you like the campaign map management?

There's no real politics, industry, and whatnot to worry about in warhammer. It's a very, very shallow game in that sense. Trade's kinda minimal, there's no faction politics to consider, happiness tends to managed mostly through shit like "Is the grim spectre of Death on your borders?" instead of "I hope the upper and lower class are getting along." It can be jarring to go into warhammer from, say, Atilla for that reason.

2. How much do you care about the real-time gameplay?

Definitely Warhammer's strongest point. Extreme diversity in units and playstyles between factions, magic is not as OP as you might think (it could actually stand to be stronger), flying units are actually pretty neat for more tactical shit, monstrous units kinda invalidate all but the top tier cav on the highest difficulty though. Biggest issues here are some balance concerns (not really a problem once you figure out how to play), battlefield maps can be really bland compared to older titles, and their new system of siege maps is kinda shit. Still very fun though.
