Why Konami made an exclusive MGS for Gamecube, but never ported

Probably storage optimization issues. Mini discs were a mistake when they couldn't hold as much as a regular CD.

Short answer is no. It's too easy, the voice acting is worse and the new cutscenes (while subjective of course) are often said to be too over the top, even for Metal Gear Solid.

I liked it, personally, it was my introduction to MGS, it holds a soft spot on my heart. I assume you'll emulate it, so play it and make your own opinion, we know MGS isnt that long when you know what to do and how.

Just watch the cutscenes on the YouTube . If you love MGS2 for gameplay reasons just play Twin Snakes.

No. It is awful.
The MGS2 gameplay in MGS1 settings totally break the game, new VA and soundtracks are awful, and the cutscenes are legendarily bad Matrix shit.
