I really want to get this game after watching it at EVO

Is it completely dead online? Would I at least be able to find people around here to play with, since none of my friends have any interest in it? Should I get it on PS4 or PC?

And is Rock Howard at least decent, I'll probably buy and main him

Oh and one more important question, does it support legacy controllers like a lot of other PS4 fighters do, so I can use my PS3 fightpad on the PS4 version? If not I'll definitely have to grab it on PC if I get it at all
