Insider at capcrap here with some information most people don't know about.. the real reason the main game didn't come with as much as a story mode (but mostly even an arcade mode because story was still in development at release) was because of the new fight money system. If everyone did every characters arcade mode that would shell out too much fight money at the beginning of the game they felt like. Making it so players would purchase characters instead of buying with real money.
It's also the reason survival mode gets so difficult near the end, if you were able to complete it and grind it endlessly that's too much fight money and not enough shelling out of your actual dollaridoos.
Believe me or not but, fuck Capcom seriously. Glad I'm out
