I only bought Sign, but are these honestly re-releases with 1 or 2 new characters, the DLC from previous game, and a single new anime movie released at full price ever couple months?

It wasn't at full price and it sure as hell wasn't over a couple of month.

They started releasing expansions as dlc with Rev 2.

You can buy rev2 as an expansion for rev1.
The updates cost way more to produce than you might think, it isn't just "re-release" with 1 or 2 new characters.
