According to Revengeance the Irving got it worse. Ray at least has a shit ton of extra internal space post CNT muscle fiber refit that it can fill with guns and missiles, enough that it can Macross all over fools. The Irving always had all it's non leg equipment in it's head portion, which means it doesn't benefit at all from a CNT upgrade, other than no longer needing to spray green piss all over the place every few hours.

EXCELSUS is treated as some top tier shit, so ye it should've been more expensive than Raiden's cyborg body.
