Is there any reason to upgrade from an i5 4590 to an i7 4790K from a purely gaming perspective?
Planning on upgrading to a 1070 or a 1080 and I dont want my cpu to bottleneck.

Theres been like two new lines of cpu's, but I'm not sure if they're any better, I just dont want to buy a new mobo that supports them.

Only get a "k" skew if you can overclock with your motherboard.
Honestly, I'd just wait it out. A Haswell i5, even non OC models, should last you a few years longer and then upgrade to a new platform then, which would either be Zen 2 or 3 on the AMD side or ice/tiger lake on the Intel side.

It would depend on the game, single threaded games you're probably going to be fine since we've hit a wall where single core performance is concerned, but we're increasingly seeing multithreaded games that might have issues with a 4 thread / 4 core part.
Also keep in mind that Windows 7 doesn't properly support any of the newest hardware out there so if you plan to stay with it buying up the best older part your current board will support should keep you safe to the EOL date in 2020 and possibly beyond.

GPU scaling is much easier, just add more cores. While typical CPU workloads traditionally aren't nearly as parallel and Intel has been reliant on their efforts to train developers on their chips and their compiler optimizing applications for single thread performance over parallel in order to keep AMD and ARM at bay.
