I think SPECIAL improvements should have been tied to bobbleheads like in the bethesda games. Implants should have been reserved for more interesting things.

Well, Implants became alot more varied and useful with Project Nevada. Base Game, they're moreso just good for boosting special, if you want 10 in half your special but can't or don't want to be Ulysses
