Honestly it's the fucking amazing sound design. The light soundtrack amplifies all the atmospheric sounds and makes you feel really alone and uncomfortably isolated. Then there's the fucking radio that malfunctions when enemies are nearby but most of the time the fog or darkness obscures your vision so you can't see said enemy. It created this amazing feeling of dread throughout where you know there's a nearby enemy but have no idea where it might attack from.

Because the graphics are actually really good, the lighting/shading is top tier and it was all real-time instead of using pre-rendered Resident Evil backdrops. The school level alone has more detail than most PSX games, all the different drawings, posters and other decorations everywhere are insane.

I think because your brain fills in the graphics and makes you imagine how much more grotesque everything is if it were real. Really good art direction, atmosphere, and music. It's amazing they pulled it off with such limited hardware.

this is also the case for "old" movies. they saved a lot of money on sets and props by drowning big portions of the screen in darkness. this created thick atmosphere. like in Blade Runner.

in case of silent hill 1, it was technical limitations, but the industry just didn't build games with the scope akin to current games.

now studios (film as well as game) spend so much money on art assets that they just can't bring themselves to hide things to create atmosphere.

also god tier texture work, sound design, and soundtrack.

Mount the ISOs of 2 & 3, and then run their installers like always.
The SH1 is a PS1 rip that you gotta emulate.
The "sh2proxy" fix works as a no-cd crack as well, and is included in the pack.
If you use the NEW widescreen fixes mentioned in guide, the sh2proxy's EXE works as no-cd crack too.

In case you experience issues saving the game / not being able to edit the disp.ini, make sure the files aren't set to "Read Only", and run the game as Administrator.
If SH2 gets stuck in a black screen upon launch, close it and re-start it again.
You can now see fine emulator settings for SH1 in the guide. You may also try the newer PGXP emulator for wobble-free PS1 graphics.

Basically this.
Silent Hill works because the developers knew how to use properly what they had. It's like watching older films like The Thing, Jurassic Park, Alien, etc. The correct use of lightning and sound effects creates a nice atmosphere.

Dedicated team full of detail-maniac workaholics, with good artistic understanding and eye to boot. TS was a rare team in a sense that they never did things just "good enough". part of it was probably kinda clunky controls and limited ammo so you'll always feel like you can't protect yourself from anything. But mostly it was first "modern" horror game for most people, so feeling all of this audiovisual terror for the first was something very fresh - not to mention that SH1 did it very, very well. You couldn't really understand the world you're in until the last moments, there was this amazing feeling that there are some rules on which the world works but you simply don't get it yet, and lack of information is exactly what makes things scary.
