it's mostly SE.
steam doesnt have any kind of specific requirement to get a product on their store, any kind of shit makes it there anyway, all they have to do is click export to windows, slap denuvo on it and be done.
on console you have publishing fees, cant rely on putting 980ti as requirement, costs for the physical version, have to pay for updating etc.
SE sees nier as niche japan-focused game, being xbox irrelevant in japan they wont bother
