Easy:
At this point many game developers have their own mascot characters, and even legacy characters that are more recognizable to gamers. It doesn't really make sense for strong developers to make AAA licensed games, unless the license-holders are willing to pay for AAA quality, which they usually aren't.
It also doesn't make sense for them to pay exorbitant fees to use a licensed character from other forms of media, when they could probably just buy some beloved Capcom or Konami IP for like 100$ and a case of saki or use their own shit.
