Gta feels repetitious as fuck now. It is like "yet another Guitar Hero" game or like "yet another Call of Duty game". the core gta franchise is a satire of american culture aimed at a broad international audience. new york, miami and los angeles are some of the very few recognizable cityscapes to most people outside of america itself, and have also had the most impact on criminal subculture and pop culture generally. you could base a game in chicago but to outsiders chicago is just a more boring version of new york. you could set it washington but it isn't nearly as famous for organized crime and they'll expect something more to do with political intrigue rather than organized crime. you could set it in bumblefuck missouri but then the rest of the world will wonder what the fuck that is and why theres a gta game there. rockstars options are limited if they want to sell the billions of copies take two have come to expect from them.

Phoenix might be a sprawling city but the metropolitan area is pretty pathetic compared to other cities in the US. Chase Tower isn't even that tall and one of the best things to do in GTA is jumping off of the tallest building.

Los Santos in 1992 and Vice City in 1987 felt worlds apart. So would LS in 2013 and VC in 1997 or 1977. They could keep switching between the three and add more backstory/lore to the HD era all the while switching time periods
