I would take out the agility if you are playing with a mouse, with a gamepad you need it desu because the gunplay is shit in this game.
Take all the perception out too, you never need perception. Plus you can get glasses to help with perception.
Probably put it in charisma and use drugs for perception, strength and endurance

well iirc without a certain amount of intel you cant max all skills, It helps with a lot of dialogue and hacking and having the most amount of skills quick is obviously smart.
