There was a literal island far out in the middle of the sea from mainland Spira (Ultimania says it's close-ish to Baaj Temple) that Sin was actively protecting that was populated solely by the "Dream" Zanarkand simulating a place from 1000 years ago that the wall of the fayth was forced to keep summoned for Yu Yevon.

Jecht managed to row his boat right out of the confines while drunk.

Auron and Jecht/Sin had a plan to come back to the island to pick up Tidus to try and break the cycle.

At any point in the game, the team could have technically visited the "Dream" Zanarkand themselves, though it's not like there'd really be anything for them there except more people like Jecht and Tidus.

Sin comes back immediately because it never actually dies. Yu Yevon is still alive, even after the shell dies. The only thing is that it takes Yevon a long time to recover and to completely take over the new host (jecht).
