What's a good CRT/PVM/BVM that I can get for cheap? I don't wanna fork over several hundred dollars just for a decent one.

Get any PC CRT monitor
PVMemes are trash
JVC and Sony both made a lot of good, common consumer sets. Pro sets are going to cost you unless you get lucky.

This pc CRT's are pretty good unless you're some fag who wants to play stuff before component.
In general though anything free is good. Any 14 inch for less than 50 is good and any 20 inch for less than 100 is good. It's a waiting game if you want broadcast monitors. In terms of consumer shit just get whatever you want that's dirt cheap and looks decent.
Always get a th with component inputs
