99.999999999 percent of popular (key word) games are multiplat or pc exclusives like PUBG nowadays, and microsoft has exclusivity for PUBG which is way bigger than any exclusive on either.

Short answer, it's not profitable. In past 5 years Sony cut a lot from internal development studios. Evolution - gone, Zipper - gone, Studio Liverpool - gone. Other studios had layoffs all around.
