Pariah dog, Fallout 2. If you encounter it he'll follow you forever, he has some crazy high armor and health but he only runs away from combat.
He has a the Jinxed perk, causing everyone on the map to suffer critical failures more often. Including you.

I did a run with a luck build specifically to get him and double jinx the enemy. Just strolled through firefights while the enemy's weapons blew up in their faces, they'd drop grenades at their feet and explode.
There were still plenty of game overs because I failed to disarm a bomb or something and it blew up in my face.
