He never forces them to kill one another, the worst he does is give them a motive to want to murder each other.
In the end its their choice to kill one another and Monokuma didn't force them to kill one another.
They could just go about their lives in the school or whatever and keep living but they are the ones who were so desperate to kill and go out into a world filled with killers.
