Making this a $60 release a year after re releasing Skyrim for the third time and not making it a $20 DLC thing is the biggest sham I think Bethesda has done.

You're almost certainly overestimating the amount of time and effort going into it. It's probably 2-3 guys max who worked on it and even with the incredibly small amount of people who are hardcore enough to have bought into VR but casual enough to give a shit about Bethesda games, they'll make plenty of profit on it.
