I'll tell you as a person that made videos that had 50-200k hits per despite only making a few videos, held one stream ever and had over 1k viewers, and easily could have gone on to make a living at this:
1. I value private life more than a pittance of money.
2. I see most YTers and streamers barely making money to cover costs, constantly begging, simply unable to crack into the level of popularity required to make money.
3. You are everyone's bitchboy and if you make a commitment and falter on it, fans will never let it go.
4. I easily get bored of games and stop playing them. This kills the autistic Let's Play viewership.
5. Do something or say something embarrassing on stream? Don't worry, people will make videos and never let go of it.
The people that stream every day, begging for money, eating ramen and McDonalds... that's not at all worth it to me. I'm not willing to go to that level of impoverishment to have my privacy invaded nonstop.

Those things require personal investment and being consistent as well as editing skills, graphic skills and digital marketing if you want to succeed more quickly.

In short, it requires effort and it's a long time investment since the first year you won't get any views and making quality content plus marketing it is incredibly hard and in the worst cases you won't succeed in the first years. Just checked Twitter and got the first pic of her I could find. She's somewhere between a 6 or 7. I live in Los Angeles, go to a big public uni, and actually go outside often though. If you live somewhere with ugly women and/or you don't go out often to places with college aged women, then I could see why you'd call her an 8. Same thing with most Twitch whores. Sssniperwolf is somewhere between a 6 and 8, which is a big range, but it depends entirely on what pictures of her I see, so I'd guess on the lower end in person desu.

Ah, I was thinking of the change that happened back in 2012. I didn't know there were any major policy changes beyond that. It makes sense, though, as contrary to popular belief YouTube has practically never made money, and logically it follows that their partners' incomes would reflect that.

I think of this as more of a "return to norm" than anything else.
