The point is better ease of tabbing out and multitasking compared to tabbing out of a fullscreen application. As to why they don't allow something like 1920*1000, probably because it wouldn't be a standard aspect ratio. You'd just have to make do with something like 1680*1050 at that point.
In any case, this is why the borderless windowed/borderless fullscreen -option is a great thing, as you get the best of both worlds, and is fortunately becoming more and more of a staple in modern games.

completely irrelevant
setting the correct aspect ratio is as simple as dividing the window width by the window height and using the number you get from that in your projection matrix instead of the standard 1.777777777778.
that way you automatically support whatever arbitrary game window dimensions your audience might feel like using
any game that doesn't do this is irredeemable trash.

if you have a giant monitor it's easier to adjust screen size by just having it in a window
