No, he just reads the minds of people who do. Morpheus field is also limited in who knows what so if Akane's never learned about the terrorist in any timeline, she wouldn't know.

They haven't interacted before. Same reason why Delta hasn't, they don't know who it is. He made ZTD so they would learn how to use the powers, why the terrorist is a threat (I guess) and team up to take him down. They say ZTD is the last game but I'm telling you it's a cliff hanger for the finale, which will be another game to trap and either kill or stop the fanatic.

It's only bad to us because it's a massive disappointment compared to the other two solid games. If it didn't have the zero escape subtitle it would be considered okay.
Heavy Rain had similar problems and it's praised as one of the best narratives in vidya.
