Pokemon has an immense potential for a player to create their own difficulty without the need for a game setting telling you that it's harder.
Do you play on Switch mode? Change to Set.
Do you play with Experience Share active? Turn it off.
Do you use items in battle? Stop doing that.
With these small changes, none of which drastically effected core gameplay and none of which forced me to grind, Moon changed from something mindless into a fun challenge that had me putting thought into my team and utilizing moves outside of damage-dealing.

I don't think level scaling would be the right word for it, but would it be interesting if the games allowed you to challenge some gym leaders in any order sort of like in Kanto but as you beat each of them, all of the others get a level boost? You still get the good feeling from leveling your own Pokemon to eventually become stronger than opponents, but you're also given a challenge that increases as you progress.

I usually play the hardmode+catch em all romhacks and most of them are pretty decent on difficulty except for this one emerald one I played that had a huge gap between wild pokemon in a given area and the trainer pokemon. It made it near impossible to make any roster changes beyond mauville

scaling is good if done right. what's the point of a boss if you can overlevel it and kill it with no risk of failure whatsoever? on the other hand, if regular mobs scale with your level, you never get the feeling that your character is advancing at all. The remakes were DEFINITELY easier than the originals. I played Emerald first via CFW'd 3DS and then played Omega Ruby afterwards. The only thing that made Emerald slightly challenging was the grind, which isn't really difficult but rather just retarded gameplay padding.
Pokemon needs smarter AI, not bullshit like moar grind or just setting the battle settings to Set to give your opponent a free hit on you before you switch out your mon. The fact that removing the grind via Exp Share really demonstrates that the only thing that made the previous games "hard" was artificial difficulty rather than the opponent's strength and strategies.
