They play fundamentally different famalam. Kratos is the brute force kind of guy that punches holes into everything but also has to take some shit like with these giant armored ogers.
Platinum is much smoother with more focus on blocking and dodging and dancing around the enemy while doing stylistic combos.

Kamiya didn't even work on TMNT; he was focusing on Scalebound, and has been since like W101 came out.
That said, I do think TMNT likely suffered from a short dev time and low funding. It was probably a way to secure funding for their next big project, which isn't an awful arrangement; even Platinum's worst games are still okay.
