In the grand scheme of things all Venom did was make the legend of Big Boss grander and fuck around in the Seychelles waters, which in the grand scheme of things isn't that important to the overall narrative, but is important to the story of Big Boss and his downfall.
Also I like Raiden but he actually doesn't matter. That's kinda the point though- that he's there to help Snake, and while he does some good on his own the focus of MGS2 and 4 is on the fight against the Patriots, which is a fight Snake does mostly on his own.
Raiden is a good character, and I would consider him a main character of the franchise alongside Big Boss and Snake but ultimately he isn't as important as those two
