Grammar regression online evolved into a weird perception thing. The less proper grammar and punctuation you use, the more 'chill' you look, makes you look aloof and calm. I think it stems mostly from arguments. Taking the time to actually shift+1 or try to end a sentence properly makes it seem like 'wow he's so butthurt and obsessed with this argument', and this just bled into the natural habits of people's writing online, I think. It's also informal. I find myself dropping periods at the end of sentences a lot now to (half-subconsciously) enforce a sense of informality. So proper punctuation becomes the staple of butthurt faggots and ironylords, it's weird.
I use it as a toned down all-caps. For example, if I were to bitch about no Ironside in Splinter Cell Blacklist to someone, it would go something like this:
"...and they didn't bring back Ironside! Can you believe that? NO IRONSIDE."
