Maybe because the game's formula is really easy to make and while some titles aren't as good as others there's nothing abysmal. On top of that Kirby is a very simple design and world which allows people to experiment with him in various ways with games like Mass Attack or Canvas Curse. The games are simple to pick up and play and offer a medium level of challenge to people seeking full completion.
But while you're bitching and moaning, you didn't even MENTION another franchise that deserves more attention or how they'd make a game that doesn't suck. I mean we can all pretend Star Fox Zero didn't happen or that it wasn't a pile of shit rehash but when it comes down to brass fucking tacks that's what you get when you ask for a revival these days.

Recently Kirby has been gaining a lot of spotlight since the more recent games and I'm glad because of it. Because Nintendo isn't the one who orders new Kirby games, the Kirby franchise has the same case as Pokémon, they are known as Nintendo properties, but they are from different companies.

It's HAL the one who keeps making each Kirby game because they feel like to, and it's not like if they have other options, most of their IPs already ended, and Kirby is the only one which remains alive (Lolo Adventures won't be revived, Itoi said Mother 3 was the last, and Sakurai took Smash with him).

So, until other company asks them to do a collaboration project, or if they make another quick IP like Box Boy, we won't stop getting more Kirby games

Kirby games are so innocuous and unambitious that it's sort of hard to fault them. they largely rely on aesthetics/artstyle to carry them. they're like a dog with no front legs. only a heartless bastard would give them a low score, even if they don't care for them. they're mostly designed to appeal to casuals (especially women) who don't care much about interesting gameplay/mechanics and are mostly remembered for their marketability. just like everyone remembers mickey mouse, and he's on countless merchandise, but I doubt most people have even seen a cartoon with him in their lives.

Simple, enjoyable all ages franchise that's easy to pick up and play, plus it also has a decent sized fanbase outside of the typical people who would be picking it up upon seeing the cover.
Surprisingly enough to you, ratings do not make or break every franchise, especially established, decently sized ones like Kirby. Ratings are also not completely accurate on a site like Metacritic as it primarily uses number based, 5-100 point scales.

I still have fun with easy games so I can still enjoy Kirby for its other, more superfluous elements, like the art design or the well designed climaxes in the recent games. Kirby also tends to be really good about having fun and reasonably difficult optional challenges like the True Arena, Helper to Hero, or getting perfect ratings in some of the newer subgames. Even though Kirby's stages are easy, they usually layer on enough little secrets and collectibles and give you enough variety in abilities to keep it engaging even if you do feel relatively unstoppable.

I haven't played it yet, so I don't have anything to go by yet to make an assessment. But seeing from all the gameplays I've seen, it's uses some of the basic moves from older Zelda titles and mesh them all into this game + having the freedom to explore the land if you go prepared. Also it looks like a fun game to play as well with some decent challenge as well.
