Just use mods to port the online content into SP.
It doesn't add the whole content but at least it gives you a bigger vehicle/weapon variety.

Of course they did, but the new weapons and vehicles past summer 2015 must be spawned in.
But they even went as far as to take measures to prevent people in SP from spawning in new cars. It's ridiculous,
