First, they realized they didn't have to make games, they could just hire modders and sell their games
And then, after TF2's hat shit, they realized they didn't even have to make games anymore, they could just sell cosmetics
DOTA 2 is Valve's final form, and an ultimate realization of both these ideas.
You were okay with it when every other company shelved its franchises, and you gave them a hand waive when they did lootcrates and cosmetics. You said it was okay, so Valve did it.

Someone already said it, but the real non-meme/shitpost answer is that they saw how they could make probably triple the money by selling cosmetics than to sell you full games.
No dev time, no teams needed, no updates or patches, just cosmetics. They never have to make another game again, and part of that is the fault of anyone that has ever supported their practice.
Also, spoilers: Gabe was never our PC-supportive "friend". He's just a dude trying to make money, and he did. He makes lots and lots of it now for minimal effort shit.
