Are videogames for the 3ds so much better than console/p[c games simply because the development costs for handheld games are by and far much cheaper to develop and much more manageable with less constraints?

No, it's because it is impossible to achieve good photorealistic graphics on 3DS hardware, so most devs stopped bothering and instead of pursuing better graphics focused more on gameplay and art/style.

Yes.
Ridicously high costs is what killed gaming creatively. The 3DS is one of the last systems that is actually weak enough to only be able to handle smaller budget games. Which also meant devs have more creative freedom.
