its what sets up the console and starts up everything including the operating system.
those usually have seperate protection from the operating system because the bootloader doesnt need to run anymore once the operating system has started.
access to the bootloader is actually incredibly important and useful.
for example in the case of the wii or 3ds through the bootloader you can actually save and repair a broken device. people that dont have that kind of access are usually fucked if something breaks on the software side.
the 3ds for example can execute code before the operating system even launches which gives a lot more control over the entire system.
the luma cfw for example for the 3ds is not actually installed onto the system we only install a custom bootloader that then loads the custom firmware, and injects it onto nintendos operating system on launching. making the system seem completely legit while extending functionality and letting you run homebrew or pirated games or just comepletly modfy the os.

It goes into overclocked state and outputs higher resolution in docked mode which cause temps to rise.
