Why isn't this available on PC?
I'm legitimately curious, because normally it's the first or most recent title in a series that get moved or excluded from certain platforms, not the middle one.

during the time of release, Microsoft studios was probably under different leadership with different goals. What started as "let's make a great games and publish then exclusively on xbox along with windows" became "let's make good vidya and release it only on xbox so we can sell consoles." MS has gone through multiple Xbox presidents along with Microsoft studios presidents, my guess is during the time of release for fable 2 they wanted to make it only on xbox so they could sell more 360's

Microsoft wanted to sell more consoles, hence why Fable II never got a PC release. And Fable III can only be bought for consoles now due to them discontinuing the PC version upon the discontinuation of Games for Windows Live. Now it doesn't even run on Windows 10 unless you have one of the earlier versions of said OS. Shame, I actually liked that game.

This game became obsolete with Skyrim.

You might, but people with the disc version like myself are SOL.

That's like saying Skyrim became obsolete because of The Witcher 3, which is a shit way of thinking. One shouldn't think that just because something new hits the market that everything old is invalidated. Thinking like that is the mark of being a hipster and not a true lover of video games.

That's a pretty stupid thing to say considering the 1st was released two years after Morrowind on Xbox.
