If you're ok with limited vocabulary / limited topics / no memory and shit like that I'm pretty sure there are chatbots that would meet such basic requirements.
If you expect more, well have patience we're getting there (slowly).

yes its been done.

its more of a proof of concept than a game though iirc.

there is a ps2 game like this aswell (voice command npcs) listed on HG101, but it was notorious for not picking up your voice.
