PC gaming isn't as big in Japan as it is elsewhere, and Japanese devs usually put domestic audiences first. Which is why Playstation, handhelds, arcades, and phones are king over there. Now that devs realize they need to be making more money from overseas markets you have a bigger push into PC games.
