Studio called Team Bondi made it, it was originally indie project but the expenses started piling up so they came to Cockstar to bail them out financially and finish the project with their funding.
The studio was disbanded few days after release since it was a financial blackhole mostly due to the extremely expensive technology they used.

It's definitely a case of very shitty writing, LA Noire in general feels unfinished.
Nowhere near enough backstory to Cole is given other than the random flashbacks every 3 cases or so, not all of which even pertain to him in the first place.
The entire burglary desk is fucking missing despite the game acting like it was there (Homicide opening with Phelps in burglary getting promoted, that one guy that Phelps recognizes a couple of times that was supposedly his partner but since we never went through burglary it just seems out of place), the entire cliche noire ending done very badly in Arson where Cole conveniently is gone for a few hours only to also conveniently show up in the last 30 minutes to die a few seconds later.
Don't get me wrong, I know the noire tropes, but you don't need to follow them to the latter for something to classify as noire, there's plenty of great noire pieces both movie and novel, that don't end with the most tired of 2 noire cliches aka main detectice dying a shitty death and main bad guy piece of shit walking away free happily everafter.

It's just awful and ruined the entire fucking game for me.
Basically, the parts of the game (the cases) are great, but their sum (the main plot) is fucking terribly dogshit and disjointed to the point that it makes me think much lesser of the game.

I haven't played it since it came out, but if I remember right, he only had his job because of his war hero status to begin with and everything about his job was riding on his image. Adultery begin a bigger deal back then, combined with the fact that his status was the only reason he was in the top ranks of the department to being with, meant that he got demoted when he got into the scandal.
