It's impossible to pick a best story out of the 3, they are all amazing. Gameplay has 1 as objectively the worst, everything outside of boss fights is not exactly fun to play. Out of 2 and 3 it's hard to say, 3 has better bosses but 2 has more focused environments and you don't need to constantly change outfits, eat and heal wounds (whether fbis is good or not is subjective).

First, it don't have what makes Bioshock 2 fun : an ice power, a drill and a charge.

The weapon improvement system was lame (I don't remember it very well though) and I didn't like the fact you were limited to two weapons at a time.
The powers were fun if I remember correctly.
The story was enjoyable but only because I find Elisabeth charming.
