Burst had pretty decent character development. The best in the series honestly. It still had a lot of cheesy moments and blatant fanservice ruining otherwise serious scenes, but it probably had the best drama to comedy ratio.

I actually felt the characterization was a bit worse in DC. It picks up directly after Burst but it certain development in Burst actually feels like it went backwards for some characters. For example, Yagyu actually starts to mellow out a bit with her Hibari obsession in DC and gets a little more growth as an individual, but then on the other side characters like Ikaruga and Yomi actually seem to revert back to zero and are more or less back to square one despite coming to an understanding in Burst.

Didn't a lot of the old NISA translators get sacked after admitting in an interview that they purposely changed a lot of dialogue in games just to be funny even though they knew the translations were wrong?

I haven't played a NISA game in a while but I've heard that the translation quality has gotten a bit better in some of their more recent releases.
