Deacons is just Royal Rat Vanguard with an easy mode neon light that shows you what you have to hit.
Also even melee hit does not build an instantkill petrification meter in the deacons fight while it does in the rat fight.

Royal Rat Vanguard was one of the few Dark Souls 2 bosses that had charm. This is why the concept has been revisited 3 times since Dark Souls 2.
