It's not true
With experienced people you can usually take some things as a given. The old mindgame of "if he thinks I'll do X he'll prepare to respond with Y but I'll actually plug his butthole with Z". You'll probably find yourself thinking along those lines if you have the experience, only to get fucked when scrublord suddenly goes for option B instead of anything that anyone with half an idea of what they're doing would go for.

You need to be thinking on a lower level to play with lower level players. The best thing to do against a novice is to NOT get in their head, do not try to predict them and instead punish them on a fundamental level: If they're mashing, wait for something unsafe and punish. If they're spamming, Counter accordingly. If they're not doing either, they're probably slightly above novice level so they might be somewhat predictable, but don't over think it.
Think of it this way, if you're talking to someone whose retarded or hard of hearing, you want to talk slower and clearer, and use simpler words than if you were talking to an employer for instance. Talking at your full capacity to the retard or deaf dude will only make things harder for you.
This is likely the reason why people say you should play with players of equal skill
