DLC for TWW was great DLC for EU4 was not.

It's not that the DLC is bad, the bad thing is that it's mandatory.
If you buy base EU4 now, you'll get less than if you bought it on launch. A lot of very important mechanics are greyed out and behind a paywall.

The upcoming patch for Stellaris is going to to fuck everyone that doesn't have Utopia.

To compare it to TW, it would like releasing a DLC that adds new resources, and you can't get the late game units (vanilla) without having those resources.
