Immediately prior to the start of the game, when Cloud's mind was shattered, he ran into Tifa and seemed to immediately return to "normal" (-->P.13); this was because the mimic abilities of the Jenova cells inside Cloud read her mind, seeing her memories of him, which were then combined with his own ideal vision of himself, fashioning a new personality for him.

Because Cloud is just a dude infected with Jenova, he's not truly a Jenova creature (a being completely subsumed by Jenova and become an extension of Jenova). He can't physically transform. And his brain has limits to what he can become.
In the game, it actually tries to scan the guard, but it doesn't find any matching data. You hear the Jenova static effect and the screen flashes white when the guard approaches, but Cloud doesn't know that guard or anyone that guard knows, so he can't be someone that guard knows. Unless someone from Nibelheim or perhaps someone who knew him in Midgar came along, the Jenova transformation can't really activate completely as he won't generate "someone to be". (I'd bet he could have transformed into "Zack" had someone who knew Zack came around, but that's an actual headcanon.)
It's purest luck for Tifa to be around at all, else Cloud would have slowly succumbed to exposure, unable to feed or shelter himself. Most Sephiroth Clones ended up like that, stumbling around and grunting incoherently. They only manage to live as long as they do because Hojo's experiment demands taking care of them until the Reunion begins.
