The depiction of the CIA is just standard fare in Latin America. Coldman's problem is that he's a 'pure evil' anime villain. Same goes for Zadornov. The game overall is just more happy-go-lucky and childish than other titles, leaving little room for nuance. Having BB get 'tickled' in the Japanese release is pretty telling.
