Bioshock has the benefit of being heavily scripted but the environments are still painstakingly free of defects and even though the screens look great, in motion the game is breathtaking.

Fallout 4 is designed from objects just like Bioshock, minus the heavy scripting, but it's still super ugly. Mostly it's shitty assets. The textures are horrible even with excellent hardware.

It's using SSS, even the shittiest unity games use it now, but it's really hard to make it look realistic, it's not a magic fix.
If any of SSS, specularity, roughness, or the ior is wrong then the whole look falls apart, and most engines use a metalness workflow which means every dielectric material uses the same specular value, which is bad, and the same fresnel value, which is also bad.

I have 1070 too and I played it at launch on ultra, didn't try post-patch yet, might run even better. But I lowered some details regarding ambient occlusion and antialiasing.
