Trails to Zero/Azure and Trails of Cold Steel both take place at the same exact time just in neighbouring countries, so you don't need to play one before the other, but they reference eachother a lot.
You can ignore everything before Trails in the Sky because those are completely different stories and settings.

You don't, it's a pretty generic series that's only become more generic over time. The fanbase mistakes the game having hundreds of flavor text for random npcs and taking forever for anything to happen as depth and the combat system is nothing special.
Overall not a single one of the games is satisfying because the devs expect you to buy the entire saga.

To answer your question, I don't think it was inevitable. Some events could have turned out differently and led to no PC port:
NISA could have not offered a PC port of Ys VIII or not gotten the game at all, thus not putting pressure on XSEED.
Falcom could have put CSIII on the PS3 too so there would be no need to port them to PC so eventually all three Cold Steel games could be on a single platform.
CS could have sold so badly it wouldn't be worth commissioning a port.

It's true that there are always plot threads left unresolved to encourage you to play the next games in the series, but each sub-series (Sky, Zero-Ao, CS) do resolve their major plot points. To say there's no satisfaction in finishing the games is a lie.
